Amends Colorado Revised Statutes 25-43-102 to expand the definition of "health care provider" for head trauma guidelines in organized youth athletic activities.

Adds licensed physical therapists with training in pediatric neurology or concussion evaluation and management to the list of qualified health care providers.

Adds licensed doctors of psychology with training in neuropsychology or concussion evaluation and management to the list of qualified health care providers.

Takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 2, 2019, if adjournment occurs May 3, 2019), subject to potential referendum petition.
