Repeals section 2-3-203(1)(g) of Colorado Revised Statutes, which required the Joint Budget Committee to develop and recommend new methods for financing the state's capital construction, capital renewal, and controlled maintenance needs.

Eliminates the mandate that the committee consult with the capital development committee and submit legislative recommendations by February 1 prior to the last year in which transfers could be made under section 24-75-219.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 2, 2019, if adjournment occurs on May 3, 2019).

Subject to referendum petition; if challenged within the 90-day period, the act will not take effect unless approved by voters at the November 2020 general election.
