Eliminates a planned 2% increase in member contribution rates for Local Government Division members of the Public Employees' Retirement Association (PERA), maintaining the rate at 8.0% instead of increasing to 10.0% by July 1, 2021.

Sets member contribution rates for Local Government Division at 8.75% effective July 1, 2019, and 8.0% effective July 1, 2020 and July 1, 2021, while other PERA divisions receive increases to 9.5% and 10.0% respectively.

Maintains employer contribution rates for Local Government Division members at 10.0% for all three effective dates (July 1, 2019, 2020, and 2021).

Applies to Colorado Revised Statutes section 24-51-401 regarding employer and member contribution rates to PERA.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
