Expands the Advanced Placement exam fee grant program to include International Baccalaureate exams, renaming it the "Accelerated College Opportunity" exam fee grant program.

Extends eligibility for exam fee grants to low-income students planning to take International Baccalaureate exams in addition to Advanced Placement exams.

Allows the department to award different grant amounts for different exams based on available appropriations, up to the full cost of the exam, provided any lesser grants cover the entire exam cost.

Requires high schools receiving grants to use the full award amount to pay exam fees on behalf of eligible students.

Takes effect August 2, 2019, unless a referendum petition is filed, in which case the act requires approval by Colorado voters in the November 2020 election.
