House Bill 19-1227 Summary

• Requires the Department of Personnel, in coordination with the Department of Labor and Employment, to convene a prevailing wage working group during the interim following the 2019 legislative session.

• Working group must determine the most efficient and appropriate manner to implement prevailing wage requirements for state contracts.

• Working group shall consider: contractor/subcontractor payroll verification systems, compliance review processes, wage verification under the federal Davis-Bacon Act, enforcement and penalty structures, responsible state agencies, and other necessary considerations.

• Working group must solicit input from subject matter experts including vendors, labor organizations, legal professionals, state procurement employees, and state employees with Davis-Bacon wage expertise.

• Working group shall submit recommendations to the General Assembly by December 31, 2019, and this authorization expires July 1, 2020.
