• Establishes two new license types for marijuana consumption on premises: "Marijuana Hospitality Establishments" (can be mobile) and "Retail Marijuana Hospitality and Sales Establishments" (non-mobile, sells and serves marijuana)

• Requires state and local licensing authority approval; allows existing businesses operating under local ordinances before December 31, 2019 to continue operating until state license approval or denial

• Sets minimum sales limits of 1 gram marijuana flower, 0.25 gram concentrate, or 10 milligrams THC per transaction, with rules developed by state licensing authority

• Establishes operational requirements including prohibition of alcohol consumption, tobacco smoking, employee consumption, and admittance of persons under 21 years of age on licensed premises
