• Establishes energy and water efficiency standards for appliances and plumbing fixtures sold in Colorado, including air compressors, commercial dishwashers, faucets, lighting, water coolers, and other products with effective dates between January 2020 and February 2022.

• Prohibits sale of low-efficiency plumbing fixtures effective September 1, 2019, and flushometer-valve water closets effective January 1, 2021, requiring fixtures to meet WaterSense standards or equivalent.

• Requires general service lamps to meet 45 lumens per watt efficacy starting January 1, 2020, and specifies efficiency standards for 15 product categories referencing federal Energy Star requirements and other established test procedures.
