Requires all state and local governmental entities, including special districts, to broadcast dispatch radio communications without encryption so they may be monitored by commercially available radio receivers, scanners, or online.

Permits encryption of tactical or investigative radio communications when necessary to preserve tactical integrity, protect safety of law enforcement or emergency responders, or prevent property destruction.

Allows investigative units engaged in criminal investigations to encrypt their radio communications.

Permits governmental entities to encrypt dispatch communications if they provide a publicly accessible audio stream with a maximum 180-second delay, and may temporarily suspend streaming for emergencies up to 4 hours with required recording and public disclosure.

Exempts the Department of Corrections and Division of Youth Services from encryption restrictions; does not apply to cellular or common-carrier telephone communications.
