Establishes a new "Behavioral Health Entity" license issued by the Colorado Department of Public Health and Environment to consolidate and streamline licensing for community-based mental health, alcohol use disorder, and substance use disorder treatment providers.

Implements the behavioral health entity license in two phases: Phase One (by July 1, 2022) for acute treatment units and community mental health centers/clinics; Phase Two (by July 1, 2024) for alcohol and substance use disorder treatment programs.

Creates the Behavioral Health Entity Implementation and Advisory Committee to advise on phased implementation, rule development, and coordination of behavioral health services across state departments.

Requires the State Board of Health to promulgate minimum standards for behavioral health entities by April 30, 2023, including basic operational requirements, service-specific requirements, mandatory inspections, and compliance timelines.

Establishes a Behavioral Health Entity Cash Fund to be funded by licensure fees, with money appropriated annually by the General Assembly for direct and indirect costs of administering and enforcing the licensing program.
