Removes "substantial repair or alteration" from the state director of housing's authority to seek injunctive relief against noncompliant factory-built housing, limiting enforcement to manufacture, sale, delivery, and installation.

Exempts factory-built structures manufactured or sold for transportation to and installation in another state from Colorado's division of housing insignia of approval requirement.

Takes effect August 2, 2019, unless a referendum petition is filed, in which case it requires voter approval at the November 2020 general election to take effect.
