HB 19-1244: Peace Officers Mental Health Support Grant Program

• Expands grant program eligibility from county sheriffs' offices and municipal police departments to all law enforcement agencies (including state patrol, bureau of investigation, campus police, town marshals) and peace officer organizations statewide.

• Adds four new permissible uses for grant money: assistance developing policies for officers involved in shootings or fatal use of force incidents, training on job-related mental trauma prevention and treatment, peer support programs, and reimbursement for officers' personal counseling costs.

• Requires department to transfer grant money to recipients as soon as practicable after application approval and mandates grant recipients submit reports documenting grant use while redacting officer identifying information.

• Changes reporting requirement effective date from August 9, 2017 to November 1, 2021 for the department's annual presentation to legislative committees of reference.

• Takes effect August 2, 2019 (or upon voter approval if a referendum petition is filed within 90 days of final adjournment).
