Adds Article 11.6 to Colorado Revised Statutes declaring that food trucks are a growing part of the state economy and that local permit and licensing requirements impose inordinate burdens on these mobile businesses.

Directs state and regional organizations representing local governments to study regulatory issues related to food truck fire safety and health code compliance, identifying areas of duplicate or conflicting regulation.

Requires findings and recommendations for legislative solutions to be presented to the House Business Affairs and Labor Committee and the Senate Business, Labor, and Technology Committee by November 1, 2019.

Repeals Article 11.6 effective September 1, 2020, making this a temporary study authorization.

Takes effect August 2, 2019, unless subject to a referendum petition, in which case it requires voter approval at the November 2020 general election.
