Commissioner of Agriculture appoints and convenes an advisory group to study blockchain technology applications in agricultural operations, including product traceability, inventory control, field monitoring, equipment maintenance, organic product certification, input resource tracking, and asset exchange.

Advisory group consists of the Agriculture Commissioner or designee, members from the Colorado Council for the Advancement of Blockchain Technology Use, and representatives from agricultural and environmental communities.

Private data may be used voluntarily by the advisory group but remains the property of the provider; the Department of Agriculture must keep data secure and cannot share it without written permission.

Commissioner must present findings and legislative proposals to relevant legislative committees by January 15, 2020, contingent on receipt of sufficient funding through gifts, grants, or donations.

Study authorization repeals July 1, 2020; funding-related provisions repeal upon report delivery or determination of insufficient funds.
