Beginning October 1, 2019, school districts must conduct cost-benefit analyses and hold at least one public hearing before entering professional services contracts with personnel costs of $200,000 or more.

School districts must allow competitive bidding for such contracts, review all bids in open school board meetings, and provide affected employees the opportunity to counter competitive bids.

Contractors must provide proof of liability insurance equivalent in amount and scope to the school district's coverage and cannot have committed unfair labor practices within the 5 years preceding bid solicitation.

School districts cannot enter contracts that take effect before existing collective bargaining agreements expire; contractors may offer available positions to impacted school district employees.

Requirements do not apply to small rural school districts, cooperative service boards, emergency time-limited contracts, or renewals of contracts entered before October 1, 2019.
