Increases the minimum age for marriage to 18 years, with an exception for minors at least 16.5 years old who have been emancipated through a court procedure.

Creates a statutory emancipation process allowing minors aged 16.5 or older to petition the juvenile court for emancipation if they can demonstrate financial self-sufficiency and the ability to manage their own affairs.

Requires courts to appoint a guardian ad litem attorney to investigate petitions, provide minors with informational materials about emancipation rights and responsibilities, and hold hearings within 63 days of filing.

Grants emancipated minors full adult rights and responsibilities at age 18, except they remain subject to voting age and tobacco possession restrictions until reaching 18.

Requires at least 35 days to pass after an emancipation order is entered before an emancipated minor can apply for a marriage license.
