HB 19-1260 Summary

• Updates Colorado's minimum energy code requirements for counties and municipalities from the 2003 International Energy Conservation Code to one of the three most recent versions when adopting or updating building codes.

• Counties and municipalities must adopt and enforce updated energy codes that apply to construction, renovations, and additions of commercial and residential buildings.

• Requires all counties and municipalities with building and energy codes to report their current code versions to the Colorado Energy Office by January 1, 2020, and report any subsequent changes within one month.

• Establishes legislative findings supporting newer energy codes for improved building durability, moisture and airflow management, severe weather protection, and equal energy efficiency benefits across low-income and rural communities.

• Takes effect August 2, 2019, unless a referendum petition is filed, in which case it requires voter approval at the November 2020 general election.
