Establishes statewide greenhouse gas pollution reduction goals: 26% reduction by 2025, 50% by 2030, and 90% by 2050 (measured relative to 2005 baseline levels).

Directs the Air Quality Control Commission to promulgate rules and regulations to achieve these goals, with consideration for disproportionately impacted communities, economic impacts, job creation, and clean energy transition.

Requires utilities with approved clean energy plans achieving 80% emissions reduction by 2030 to not face additional greenhouse gas reduction mandates or direct costs for remaining emissions through 2030.

Mandates energy-intensive manufacturing sources (iron, steel, aluminum, pulp, paper, cement) to conduct emission control audits every five years and provides cost protections if they employ best available technologies.

Appropriates $281,588 for the 2019-20 fiscal year to the Department of Public Health and Environment and Department of Law for program implementation and legal services.
