Elevates the penalty for passing a state, county, or local government snowplow performing its service function in echelon formation from a class B traffic infraction to a class A traffic infraction.

Defines echelon formation as snowplows arranged diagonally with each unit stationed behind and to the right, or behind and to the left, of the unit ahead.

Applies the enhanced penalty only when the snowplow is displaying authorized lights and operating with one or more other snowplows in echelon formation.

Appropriates $3,375 to the Department of Revenue Division of Motor Vehicles for 2019-20 for DRIVES maintenance and support to implement the act.

Takes effect August 2, 2019, unless a referendum petition is filed, in which case it requires voter approval at the November 2020 general election.
