Restores full voting rights to individuals serving a sentence of parole following felony convictions, effective July 1, 2019.

Defines "term of imprisonment" to exclude the period during which an individual is on parole, allowing parolees to vote while incarcerated individuals remain ineligible.

Requires the Division of Adult Parole to provide information at initial meetings regarding voting rights, voter registration procedures, ballot access, and voter information materials.

Appropriates $16,960 to the Department of State information technology division for implementation purposes during the 2019-20 fiscal year.

Applies to any individual seeking to register to vote or vote on or after July 1, 2019.
