Multijurisdictional housing authorities may voluntarily apply to include eligible real property into the Colorado New Energy Improvement District and accept special assessments levied by the district.

City housing authorities may voluntarily include eligible real property into the Colorado New Energy Improvement District and accept special assessments, subject to the same conditions as other exemptions.

Housing authorities, property owners leasing to or from housing authorities, and entities with ownership interests in housing authorities may voluntarily apply to include eligible real property in the Colorado New Energy Improvement District and accept special assessments.

Housing authorities remain exempt from taxes and fees, except for administrative fees associated with including property within the Colorado New Energy Improvement District boundaries.

The act takes effect 12:01 a.m. on the day after the ninety-day period following final adjournment of the general assembly (August 2, 2019), unless a referendum petition is filed, in which case approval by voters at the November 2020 general election is required.
