Creates the "Colorado Partnership for Quality Jobs and Services Act" to establish formal labor-management partnership agreements between state employees in the personnel system and the executive branch of state government

Establishes eight occupational-based partnership units (Administrative Support, Enforcement and Protective Services, Financial Services, Health Care and Medical Services, Labor/Trades/Crafts, Physical Science and Engineering, Professional Services, and State Troopers) with employees able to elect certified employee organizations through departmental elections requiring 30% petition signatures

Requires the state to make payroll deductions for union dues, provide employee contact information to certified organizations, allow union access to orientations and work areas, and engage in good faith negotiations on compensation, benefits, working conditions, and service delivery methods

Establishes a dispute resolution process including mediation and binding arbitration before a panel of nine qualified arbitrators, with arbitrators considering public interest, state financial ability, comparable compensation, cost of living, and good faith bargaining claims when resolving contract disagreements

Prohibits strikes, work stoppages, and group sickouts by certified employee organizations; violations may result in decertification for up to five years; takes effect July 1, 2019
