Requires insurers to provide complete insurance policy copies to insured parties within 30 calendar days of written request for commercial and personal automobile policies.

Mandates insurers disclose liability coverage information to claimants or their attorneys within 30 days, including insurer name, insured party names, liability limits, and a policy copy for each known policy.

Establishes a $100 per day penalty (beginning on day 31 after request) for insurers that fail to disclose required information, plus attorney fees and costs incurred by claimants in enforcing the penalty.

Requires insured parties to disclose their insurance coverage information to claimants upon written request, and restricts claimants from sharing disclosed coverage information except with their own insurer.

Appropriates $12,599 to the Division of Insurance for the 2019-20 fiscal year to implement the act, taking effect January 1, 2020, subject to referendum petition approval.
