Repeals the requirement that the Urban Drainage and Flood Control District board consist of sixteen directors from Colorado Revised Statutes 32-11-203(4).

Adds a new oath requirement in 32-11-203(5)(c) that each director must take and subscribe an oath or affirmation before an authorized officer to support the U.S. and Colorado constitutions and laws, and to faithfully discharge their duties.

Requires the oath or affirmation to be filed in the office of the Colorado Secretary of State.

Repeals the entire organizational meetings section (32-11-206) which previously specified February board meetings for director qualification and officer selection, and contained duplicate oath language.

Takes effect August 2, 2019, unless a referendum petition is filed, in which case it requires voter approval at the November 2020 general election to take effect.
