State Department of Health Care Policy and Financing must offer to enter into a direct contract with the managed care organization operated by Denver Health and Hospital Authority until the MCO ceases Medicaid managed care operations or June 30, 2025, whichever comes sooner, unless the contract is earlier reprocured.

Denver Health MCO must maintain adequate financial reserves to ensure proper solvency as a risk manager and accept rates determined by the state department through standard methodologies to cover its serving population.

Denver Health MCO must maintain service and quality metrics as determined by the state department and meet statewide managed care system standards while operating as part of the overall managed care system.

Denver Health and Hospital Authority or any subsidiary must collaborate with the MCO during the contract term if the state designates an MCO to manage behavioral health services.

Act takes effect at 12:01 a.m. on the day following the ninety-day period after final adjournment of the general assembly (August 2, 2019), unless subject to a referendum petition, in which case it requires voter approval at the November 2020 general election.
