HB 19-1290 Summary

• Allows applicants for barber, cosmetologist, esthetician, nail technician, and hairstylist licenses to substitute foreign work experience for required contact hours at a ratio of three months of work experience for every 100 contact hours.

• Prohibits substitution of foreign work experience for contact hours required in disinfection, cleaning, safe work practices, and laws and rules review.

• Permits applicants to submit signed and notarized attestations of work experience as proof if records are not generally available in the location where experience was gained.

• Empowers the Director to establish rules determining the manner and procedures for applicants to provide proof of foreign work experience.

• Takes effect August 2, 2019, subject to referendum petition; Section 2 takes effect October 1, 2019, only if House Bill 19-1172 becomes law.
