Defines "plug-in electric motor vehicle" as a vehicle with federal IRS certification for plug-in electric drive vehicle credit or any vehicle rechargeable from external electricity that uses stored battery power for propulsion.

Prohibits parking non-electric vehicles in designated charging station spaces and prohibits electric vehicles from parking at charging stations with dedicated connectors unless actively charging.

Creates rebuttable presumption that an electric vehicle is not charging if it remains unconnected to the charger for more than 30 minutes.

Establishes exceptions allowing electric vehicles to remain parked at charging stations after full charge at lodging businesses (overnight stays), airports (while traveling), or between 11 p.m. and 5 a.m.

Classifies violations as Class B traffic infractions with $150 penalty and $32 surcharge; takes effect August 2, 2019, subject to possible referendum petition delaying implementation until November 2020 voter approval.
