Extends the sunset date for Colorado's Breast and Cervical Cancer Prevention and Treatment Program from July 1, 2019 to July 1, 2029, allowing the program to continue for an additional decade.

Requires the general assembly to annually appropriate 100 percent of state costs for the program from the breast and cervical cancer prevention and treatment fund, with the general fund supplementing if program fund moneys are insufficient.

Authorizes the general assembly to repeal the program before the July 1, 2029 sunset if federal financial participation under the federal Breast and Cervical Cancer Prevention and Treatment Act of 2000 becomes unavailable or decreases.

Appropriates $857,783 from the breast and cervical cancer prevention and treatment fund to the Department of Health Care Policy and Financing for fiscal year 2019-20 to fund program administration and medical services.

Anticipates receipt of $1,567,238 in federal funds in fiscal year 2019-20 to implement the program, which is budgeted for medical services, behavioral health programs, and administrative expenses.
