Amends Colorado Revised Statutes 19-3-406 to expand the definition of "county department" to include departments or divisions of human or social services of an Indian tribe.

Expands the definition of "local law enforcement agency" to include law enforcement agencies of an Indian tribe for purposes of conducting fingerprint-based criminal history record checks.

Allows tribal entities to administer initial criminal history record checks related to emergency child welfare placements using state and federal criminal records from the Colorado Bureau of Investigation and Federal Bureau of Investigation.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
