Amends Colorado Revised Statutes 26-3.1-102 to clarify that disclosure of reports concerning mistreatment or self-neglect of at-risk adults may only be made to the at-risk adult who is the subject of the report, or to their guardian or guardian ad litem if incompetent.

Prohibits disclosure of investigation information until after the investigation is complete and restricts disclosure from including identifying information about the reporting party or other appropriate persons.

Requires court authorization for good cause before disclosing information to a substantiated perpetrator who is also the guardian, and mandates that protected or confidential information under federal or state law cannot be disclosed to such perpetrators.

Takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 2, 2019, if adjournment is May 3, 2019), unless subject to referendum petition approval by voters in November 2020.
