Interest on restitution orders does not accrue while a defendant is serving a sentence in a state Department of Corrections facility or while a defendant under age 21 is in a juvenile delinquency case.

Establishes a standard simple interest rate of 8 percent per annum on restitution orders, effective for all orders entered on or after July 1, 2019.

Reduces the interest rate from 12 percent per annum to 8 percent per annum for any existing restitution orders, effective January 1, 2020.

Appropriates $220,480 to the judicial department for the 2019-20 fiscal year from the judicial collection enhancement cash fund for information technology infrastructure.

Takes effect July 1, 2019, and applies to orders entered on and after that date.
