• Mandates that reporting hospitals complete a community health needs assessment every three years and develop an annual community benefit implementation plan addressing identified health needs.

• Requires hospitals to submit annual reports to the State Department detailing community benefit investments, costs, and shortfalls, including Form 990 filings and categorized spending on free/discounted care, health behavior programs, and social determinant programs.

• Establishes that the State Department must post all hospital reports on a public website and include an annual summary in its health care report detailing hospital investments in community health programs and legislative recommendations.

• Applies to tax-exempt general hospitals and hospitals established under specified statutes, excluding long-term care hospitals and critical access hospitals; takes effect August 2, 2019, unless subject to referendum petition.
