HB19-1325 Summary

• Creates an exception to Colorado's dealer ownership prohibition, allowing electric motor vehicle manufacturers to own and operate dealerships that sell only electric vehicles of their own line-make.

• Defines "electric motor vehicle" as a motor vehicle operating entirely on electrical power with no fuel combustion engine and at least 4 wheels in ground contact during normal operation.

• Defines "electric motor vehicle manufacturer" as an entity that manufactures and sells only electric motor vehicles and does not manufacture or sell any vehicles powered fully or partly by fuel combustion engines.

• Takes effect August 2, 2019, unless a referendum petition is filed, in which case approval by Colorado voters at the November 2020 general election is required.
