Requires the state department to review the operation and effectiveness of the Colorado dental health care program for low-income seniors and develop grant applications consistent with medical services board rules.

Mandates qualified grantees report to the state department on eligible seniors served, types of services provided, and recommendations regarding program operation and effectiveness.

Requires the state department to submit annual reports to the joint budget committee and relevant legislative committees on program operation, effectiveness, administrative expenditures, and recommendations for legislative changes.

Changes the maximum reimbursement rate per dental procedure from referencing the state board of health schedule to referencing fee-for-service dental fees under the Medical Assistance Program in Articles 4, 5, and 6 of Title 25.5.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
