Exempts persons who provide only hair drying services from licensure requirements by the Division of Professions and Occupations in the Department of Regulatory Agencies.

Defines "hair drying services" as drying, styling, arranging, curling, hot ironing, cleansing, or similar procedures to beautify, clean, or arrange hair, excluding application of reactive chemicals that permanently alter hair structure or color.

Adds exemptions for hair drying service providers in both Article 8 (section 12-8-121) and Article 105 (section 12-105-118) of Colorado Revised Statutes.

Takes effect August 2, 2019, unless a referendum petition is filed, in which case it requires approval by voters at the November 2020 general election.

Sections relating to Article 105 take effect October 1, 2019, only if House Bill 19-1172 becomes law.
