Removes language limiting the Evidence-Based Practices Implementation for Capacity (EPIC) resource center to collaboration with only four specific departments (public safety, corrections, human services, and judicial department)

Allows the EPIC center to collaborate with any agencies serving juvenile and adult populations to develop and sustain effective implementation frameworks for evidence-based practices

The center continues to function as an educational, skill-building, and consultation resource to support practitioners working with offender and victim populations

Takes effect August 2, 2019, or upon approval by voters at the November 2020 general election if a referendum petition is filed against the act
