Establishes a new House Workplace Harassment Committee as a permanent House committee to handle complaints under the General Assembly's workplace harassment policy.

Committee consists of six members: three appointed by the Speaker and three appointed by the Minority Leader, with members selected for appropriate experience and objective demeanor to handle potentially partisan issues.

Committee leadership alternates between political parties, with one party's representative serving as chair during the first regular session and vice-chair during the second regular session, then switching roles.

Committee meetings may occur in executive session, and all complaint-related documents are confidential and not subject to public inspection under Colorado law.

Exempts the Workplace Harassment Committee from standard House committee rules requiring nine to nineteen members and Speaker designation of chairs and vice-chairs.
