House of Representatives approves Speaker K.C. Becker's appointment of Luis Toro to the Independent Ethics Commission for a four-year term from July 1, 2019 through June 30, 2023.

Luis Toro is a licensed Colorado attorney currently serving as Senior Assistant City Attorney for the City of Boulder and is registered as an unaffiliated elector.

Toro previously served as Senior Counsel and Executive Director of Colorado Ethics Watch, an ethics advocacy organization focused on campaign finance and ethics law compliance.

Toro has held leadership roles with the Colorado Freedom of Information Coalition, NEWSED Community Development Corporation, and the Colorado Lawyer Chapter of the American Constitution Society.

Appointment requires approval of two-thirds of House members as mandated by Article XXIX Section 5(2)(a)(II) of the Colorado Constitution and C.R.S. 24-18.5-101(2)(a).
