SB19-001 Summary

• Transfers administration of the Medication-Assisted Treatment (MAT) expansion pilot program from the College of Nursing to the Center for Research into Substance Use Disorder Prevention, Treatment, and Recovery Support Strategies.

• Expands program eligibility to include the San Luis Valley (Alamosa, Conejos, Costilla, Custer, Huerfano, Mineral, Rio Grande, and Saguache counties) and up to two additional counties selected by the Center based on demonstrated need, beyond the original Pueblo and Routt counties.

• Extends program duration from June 30, 2020 to June 30, 2022, providing an additional two years of funding and operations.

• Appropriates $2,500,000 from the marijuana tax cash fund for the 2019-20 fiscal year and establishes annual appropriations of $2,500,000 for fiscal years 2019-20 and 2020-21 to support program implementation and grants.

• Modifies grant application requirements to include specific data on opioid addiction prevalence, overdose rates, and provider capacity in applicant counties, and expands advisory board membership to include representatives from the San Luis Valley and additional participating counties.
