Extends prohibition on wireless telephone use while driving to all drivers of any age, previously limited to drivers under 18 years old.

Expands the ban to include all mobile electronic devices (smartphones, tablets, laptops, gaming devices, smartwatches, etc.), not just wireless telephones.

Allows hands-free accessory use as an exception; drivers 18 and older may use mobile devices if connected to hands-free equipment.

Establishes escalating penalties: $50 fine and 2 points for first violation, $100 fine and 2 points for second violation, and $300 fine and 4 points for third or subsequent violation; text messaging violations carry $300 fine and 4 points.

Appropriates $7,425 to the Department of Revenue's Division of Motor Vehicles for DRIVES system maintenance and support; effective July 1, 2019.
