Secondhand dealers and flea market retailers must record purchases of store credits, gift cards, and merchandise cards for resale in a register accessible to law enforcement.

Store credits, gift cards, and merchandise cards of any value not issued by the person are classified as "valuable articles" under Colorado law.

Violations involving store value cards worth $30 or more constitute a class 3 misdemeanor; violations under $30 are petty offenses.

Pawnbrokers must record identification numbers, retailer names, and values when accepting store credits, gift cards, or merchandise cards as collateral or for purchase.

The act takes effect 90 days after final adjournment of the general assembly (August 2, 2019) unless subject to a referendum petition.
