Creates the Statewide Health Care Review Committee to study health care issues affecting Colorado residents, including emerging trends, insurance coverage, health care delivery changes, rural health care access, workforce issues, and uninsured/underinsured populations.

Committee membership consists of no more than 10 members from the House Committees on Health and Insurance and Public Health Care and Human Services and the Senate Committee on Health and Human Services.

House Committee on Health and Insurance chair chairs the committee in odd-numbered years; Senate Committee on Health and Human Services chair chairs in even-numbered years, with vice-chair roles alternating between chambers.

Committee meets no more than twice per legislative interim unless authorized for additional meetings, with authority to conduct up to two field trips per year related to committee duties.

Appropriates $16,062 to the legislative department for fiscal year 2019-20, including $9,607 for legislative council (0.1 FTE) and $6,455 for general assembly.
