Amends Colorado Revised Statutes 42-2-404 to allow the Department of Transportation to authorize drivers aged 18-20 to operate commercial vehicles in interstate commerce if they hold a commercial driver's license and are authorized under federal law.

Maintains existing restrictions on drivers aged 18-20 operating commercial motor vehicles in intrastate operations within Colorado.

Requires drivers aged 18-20 to possess a minor driver's license of the correct type or general class for the specific commercial vehicle being operated.

Takes effect 90 days after final adjournment of the general assembly (August 2, 2019) unless subject to a successful referendum petition, in which case it requires voter approval at the November 2020 general election.
