Amends Colorado law to allow counties to restrict fireworks sales, use, and possession during May 31 through July 5 only if the county adopts a resolution finding high fire danger based on competent evidence.

Expands the definition of "competent evidence" to include predictions of future fire danger from the National Interagency Coordination Center, localized fuel moisture content data, and similar fire danger indices.

Requires counties to promptly consider rescinding fireworks restrictions if weather changes eliminate high fire danger conditions during the May 31-July 5 period.

Maintains that any adopted ordinance remains fully enforceable until the county formally rescinds the restrictions, regardless of subsequent weather changes.

Declares the act necessary for immediate preservation of public peace, health, and safety.
