SB19-022 Summary

• Creates the Highly Effective Teacher Bonus Program to provide annual funding to school districts, charter schools, and boards of cooperative services for bonuses to highly effective teachers and recruitment incentives.

• Department of Education distributes funding formula of $20,000 plus $850 per classroom teacher employed, distributed by November 1 each year beginning in 2019.

• Local education providers must use funds only for bonuses to highly effective teachers and monetary incentives to recruit highly effective teachers; bonuses are one-time, non-base-building payments.

• Each provider must submit annual report by September 15 detailing number of highly effective teachers employed, bonus amounts distributed, newly hired highly effective teachers, and any unspent funds.

• Department of Education must submit summary of all reports to State Board of Education and legislative education committees by January 15 annually; highly effective teacher bonuses excluded from teacher pension salary calculations.
