CO SB028

Removes the June 4, 2018 prohibition on issuing new fermented malt beverage licenses for consumption on and off premises in counties with populations less than 35,000 or in underserved areas.

Defines "underserved area" as an area within a county of 35,000+ population but outside municipal boundaries, or a city/town with population less than 7,500.

Allows licensees in rural areas who applied for license conversion between June 4, 2018 and July 1, 2019 to withdraw and resubmit as renewal or reconversion applications at no additional charge, with this provision repealing September 1, 2021.

Applies identical rules to both state licensing authority and local licensing authority for fermented malt beverage retail licenses.
