SB19-031 Summary

• Changes the Child Welfare Allocations Committee from thirteen total members to fifteen total members: ten voting members appointed by county commissioners, three voting members appointed by the state department, and two nonvoting members appointed by the state department.

• Requires the two nonvoting state-appointed members to have knowledge and experience in federal child welfare funding, the Federal Family First Prevention Services Act of 2018, interests of individuals with disabilities, or interests of individuals experiencing poverty.

• Requires county commissioners from the two counties with the greatest percentage of the state's child welfare caseload to each appoint one member to serve on the committee.

• Adds a definition of "county commissioners" to include the board of county commissioners in each county, the Denver department or agency responsible for public assistance and welfare, and the Broomfield city council or appointed board or commission.
