Requires the state court administrator to establish a court reminder program by January 1, 2020, in at least four judicial district courts, expanding to all eligible courts by July 1, 2020, to remind criminal defendants and juvenile participants of scheduled court appearances and unplanned court closures.

Prioritizes text message reminders to defendants and juveniles who consent and can receive texts, with at least two reminders per court appearance including date, time, location, and contact information.

Requires phone numbers collected for the program to be kept separate from other identifying information and used solely for court reminders, prohibiting sharing or use for any other judicial purpose.

Mandates courts notify defendants, juveniles, and their parents or guardians about the program and provide opportunities to provide or update mobile telephone numbers at various stages including bond hearings, summons service, and bail release.

Appropriates $203,612 to the judicial department for the 2018-19 fiscal year to fund information technology infrastructure, with most provisions taking effect August 2, 2019, and summons-related provisions taking effect July 1, 2020.
