Creates the Colorado Fire Commission within the Division of Fire Prevention and Control, consisting of 24 voting members including state officials and representatives from fire chiefs, firefighters, county sheriffs, counties, municipalities, special districts, and emergency managers.

Commission mission focuses on enhancing public safety through integrated statewide processes for fire management, preparedness, prevention, and response to safeguard lives, property, utility and communication infrastructure, and natural resources.

Commission shall consider issues including Colorado's fire problems and losses, emergency fire fund improvements, funding mechanisms for large fires, state emergency support capacity, performance measures, mutual aid coordination, high-risk occupancy recommendations, fire treatment costs, and funding challenges.

Commission may establish task forces for specific subject areas and shall submit annual written reports by August 31 to the Rural Affairs and Agriculture Committee of the House and Agriculture and Natural Resources Committee of the Senate.

Commission is repealed effective September 1, 2024, and appropriates $174,183 to the Department of Public Safety for 0.8 FTE for wildland fire management services in fiscal year 2019-20.
