Colorado enacts an interstate compact to elect the President by national popular vote, becoming effective when states with a majority of electoral votes (270 votes) adopt the agreement in substantially the same form.

Each member state conducts a statewide popular election and appoints presidential electors to vote for the candidate who wins the national popular vote total (combined votes across all member states), rather than the candidate who wins that state's popular vote.

In a tie for national popular vote winner, each state appoints electors for the candidate receiving the largest number of votes within that state; if elector numbers don't match the state's electoral votes, the national popular vote winner's candidate nominates the additional electors.

Member states must notify each other within 24 hours of final vote determination and treat official statements from other states as conclusive by the federal deadline for making electoral vote counts final.

Any member state may withdraw from the agreement, except withdrawals within 6 months before the end of a presidential term become effective only after the next president or vice president is qualified; the compact terminates if the Electoral College is abolished.
