Increases the number of district court judges across nine judicial districts, effective July 1, 2019 or January 1, 2020 depending on the district, subject to available appropriations.

Second Judicial District increases from 25 judges (July 1, 2019) to 27 judges (January 1, 2020); Fourth Judicial District increases from 23 to 24 judges; Thirteenth Judicial District increases from 4 to 5 judges.

First, Eighth, Seventeenth, and Eighteenth Judicial Districts receive increases effective January 1, 2020; Tenth, Nineteenth, and Twenty-first Districts receive increases effective July 1, 2019.

Appropriates $7,417,731 from the general fund for fiscal year 2019-20, based on an assumption of 53.7 additional full-time equivalent employees, including funding for trial court programs, court administration, and state public defender personal services.

Requires the State Court Administrator to establish a position for education and outreach regarding judicial vacancies and submit annual case management statistics reports to the legislature through 2030.
